Mexico and South Korea knowledge-based economy in a development policy framework

Resumen

International competition has become a driving force for governments to promote competitiveness in emerging economies. Mexico in North America and South Korea in East Asia regions intend to participate in the world economy through increasing the role of businesses in development processes by using the information and communication technologies to increase their competitiveness in the world market. However, Mexico and South Korea are strongly integrated to US market. Therefore, in general this research proposal seeks to analyze development policy in a comparative approach to investigate the policy achievements in Mexico and South Korea within the framework posed by the knowledge-based economy. So far, the results show that it is necessary an active government in early phase of knowledge-based policy implementation, this would inevitably entail academia, businesses, and government to collaborate for increasing knowledge and innovation. This is because industrial conversion to a knowledge-oriented economy demands highly skilled labor; while Mexico’s government continues to develop agro-industrial policies to regional development, Korea’s government is looking for strengthening innovation capability in its regional enterprises to cope with regional and global challenges.
